The Construction Guild asks for "great consensus" to approve the POUM
The Tarragonés Construction Guild appeals to the need for "great consensus" with a view to the approval of the new Municipal Urban Development Plan (POUM) that will mark the future of the city in the coming years. "We need large majorities of 24 or 25 councillors, as on the previous occasion, not nine", affirmed the president of the group, Joan Romeowho lamented that in urban matters simple majorities only serve to "throw the dishes over their heads". Romeu made the statements in the framework of the debate What do we want for Tarragona?the first colloquium organized by the Gremi, at the gates of the approval of the first draft of the POUM, scheduled for the end of this month of October.

The meeting served to verify that the future growth of the city will mark the debate and that within this sector the majority voices that participated in the act were critical of the proposal of the current government team, which advocates the urban development of the Great Horta and the environment of the Francolí. "Growing towards Ponent is more of an imposition than a decision designed for the citizen," said promoter Antonio Garcia, who is one of the promoters of the project for the Budellera. Discomfort with the Generalitat

Time is short
Ruana was one of the main defenders that «the POUM requires consensus». And, in this sense, he appealed to "run away from short-term interests" to try to approve this document in three years, which is the period of validity of the transitory urban regulations, instead of the thirteen that it took on the previous occasion.

The fourth of the participating speakers was the architect Saül Garreta. "The debate about whether or not to grow is simplistic," he said. Likewise, he emphasized the need to address aspects such as the new mobility and the climate change through the new POUM, which he defended as an "opportunity" for the city.
"I understand that changing the rules of the game generates frustration," he told the audience in reference to the annulment of the 2013 plan. However, Garreta believes that the current situation "should not be seen as a confrontation between one and the other" but as a mechanism to strengthen the public-private collaboration and that allows an agreement to be established so that energy communities can be promoted in Tarragona that «allow the benefit of the citizen and economic activity».

What is clear is that there are still many pages to be written about this new POUM, which has to be approved at a forced march and will have to advance against all odds, since this will be one of the issues that will mark the next electoral campaign.
