TGN has received 10.8 million from the Next Generation and plans to double the figure
At the end of last week the definitive resolution arrived according to which the State, through the Group of World Heritage Cities, has granted a subsidy of €3 million for the rehabilitation and maintenance of colony forum from European Next Generation funds. The announcement had already been made a few months ago. However, this was the definitive confirmation that allows all the machinery to be activated so that the performance can start as soon as possible.
The funds allocated for this project represent practically a third of the aid that Tarragona City Council has received so far from this project. Reactivation, Transformation and Resilience Plan, that Europe activated to deal with the economic crisis generated by covid-19. To date, the volume of subsidies granted to the local administration amounts to €10,840,688.7a figure that will speed up investments that in some cases were in the portfolio and in others even in the process of being executed. “This implies that we have a resolution and that the City Council has the projects awarded and in some cases they have been completed, because we could ask for the money for things that were started in 2020 and had not yet been finished,” he explains. the Councilor for General Services, Jordi Fortuny.
The most significant part of the investment corresponds to the green belt '26, an initiative led by the Department of the Environment, which includes different actions on the coast of Tarragona and the river basins Francolí and Gaià. In this case, the Next Generation will contribute an item of 3.3 million euros, which also includes the dismantling of the Miracle beach concrete platform, that it was a demand of the ecological and environmental entities that will be financed with European funds.
Most of the projects must be finished and justified by December 31, 2025
buying three hydraulic busesgenethe expansion of car park Torroja and the urbanization of López Peláez and Josepa Massanés streets are other interventions that will be carried out in terms of sustainable mobility. In this case, the allocated item was also three million euros, which has made it possible to finance the pedestrianization works of the canyelles street, which will open this afternoon.
The section on actions that have already been completed also includes the digitization of the jobs in the City Council for a value of 310,726.38 euros. Meanwhile he Iris Project, that will allow the computer change of the local administration has received another almost 200,000 euros. In this regard, Fortuny affirms that "it implies that money arrives that in a certain way we already had, but now it allows us to take advantage of this subsidy."
Each of these projects has been processed individually and the calls depend on different ministries or even on different administrations, since in some cases they are lines that the Generalitat has opened directly. This means that each of the subsidies has different deadlines in terms of calendars or who pays VAT. "Everyone has a father and a mother," he adds.
Tarragona City Council, however, trusts that the figure received so far can increase in the coming months, until the amount received doubles. In this regard, there are six other requests pending resolution that in total add up to an amount of around 50 million euros, of which the local administration calculates that it could receive approximately 23 million.
"We do not have to think that they will not give it to us, because it is being processed very well and we are even repeating some calls," Fortuny certifies. This is the case of the aid line for sustainable mobility, which on this occasion wants to address the implementation of the Low Emissions Zone and for this a project has been presented worth €1.4 million.
The rehabilitation of the Bank of Spain, for the Bank of Science and Knowledge (3 million), or the digitization of markets and trade They are other actions that are waiting to be known if they will obtain the funds. This same category also includes the construction of 223 public housing within the scope of Partial Plan 10, a call that in this case depends on the Generalitat and adds more than thirty million investment.
“We have to be very careful with everything we request, to meet the deadlines”
Fortuny explains that all the requests submitted respond to "actions that the executive projects already had done or were very advanced in order to meet the deadlines, which are very precise." December 31 2026 All actions have to be closed and justified in Brussels, which means that the City Council has until December 31, 2025 to be accountable to the state government, with the exception of some very specific calls. For this reason, the first deputy mayor defends that "from now on we have to be very careful with everything we request, to meet the deadlines and that there is a financial and human muscle." “We are in a cautious phase,” he adds.
Tarragona City Council created a team of four people which is specifically in charge of managing the Next Generation funds. This makes an exhaustive follow-up of all the calls that are opened and the status of processing of the different projects. And it is that, otherwise, if the justified deadlines are not met, the local administration will be forced to return the resources.
Through the Tarragona City Council website, you can access the Next Generation portal, which allows you to find out all the information about the applications submitted and the resolution of the calls.
The website also makes available the plan of anti-fraud measures, which had to be done to avoid possible situations that could arouse suspicion. And, in this sense, there is even a totally confidential complaints portal available to citizens, to 'report' any possible irregularity. Europe makes an exhaustive control of the resources available to the states, which forces a dense bureaucracy.
